Abstract: 
Il presente lavoro di ricerca ha lo scopo di sperimentare l’attuazione di un processo decisionale inclusivo nella pianificazione forestale di scala territoriale.
La sperimentazione oggetto della ricerca affianca la stesura del futuro Piano Forestale di Indirizzo Territoriale per il territorio della Comunità Montana “Collina Materana”, in provincia di Matera e si tratta di un piano pilota che mette in atto le metodologie sperimentali del sottoprogetto Ri.Selv.Italia 4.2.
Tramite la ricerca condotta è stato possibile porre le basi per rendere il futuro Piano Forestale di Indirizzo Territoriale maggiormente condiviso considerando le reali esigenze della popolazione e per integrarvi i saperi tradizionali; inoltre è stato possibile elaborare una metodologia applicabile ad altri piani forestali di scala territoriale.
La proposta della sperimentazione sul territorio lucano viene dalla Regione Basilicata e dall’Inea di Potenza; la ricerca riguarda, per motivi temporali, solo la prima fase del processo di partecipazione, ovvero quella di coinvolgimento del pubblico. Seguirà in una seconda fase la gestione dei conflitti emersi. Per la prima fase è stato prescelto il metodo della consultazione, messo in atto attraverso interviste strutturate e rivolte a tutto il pubblico interessato (attori istituzionali e non).
L’analisi delle interviste è stata di tipo qualitativo e quantitativo. L’analisi qualitativa comprende un’analisi di tipo esplorativo, ovvero un’analisi contestualizzata per comune e per tipologia di attore, e la SWOT analysis, di tipo ex-ante, partecipato e riferita al settore socio-economico ed a quello agricolo-forestale.
L’analisi di tipo quantitativo è stata effettuata solo per le interviste rivolte alle categorie di attori degli allevatori e dei proprietari di aziende zootecniche, per i quali è stato ampliato il numero di interviste poiché essi appartengono al settore economico principale dell’area.
È stata realizzata un’analisi statistica descrittiva e un’analisi delle corrispondenze multiple; queste analisi hanno lo scopo di indagare più a fondo i risultati emersi con le analisi qualitative.
Grazie alle analisi realizzate è stato possibile avere un quadro generale ben chiaro delle tematiche salienti del territorio, dei conflitti e delle esigenze, tuttavia è stato fondamentale affiancare all’analisi SWOT anche l’analisi contestualizzata per comuni e per tipologia di attori per disporre di informazioni capillari, puntiformi e non troppo generiche. Con questo tipo di analisi si sono messe in risalto le varie sfaccettature di una stessa tematica, che possono essere lette contemporaneamente come una opportunità o come una problematica; allo stesso tempo è stato evidenziato come alcune informazioni provenienti dalle indagini bibliografiche siano incomplete o incoerenti.
Con le analisi statistiche è stato possibile individuare delle tipologie complesse di attori e approfondire alcune tematiche particolarmente importanti per il contesto in esame.
Grazie ai risultati emersi è possibile fornire indicazioni per la stesura della bozza di piano, che verrà sottoposta agli attori istituzionali durante la seconda fase del processo di partecipazione.

This research work is meant to experiment the realization of an inclusive decision-making process in the forestry planning on a territorial basis.
The experimentation, which is the aim of this research, unites the draft of the future Territorial oriented Forestry Plan for the territory of Comunità Montana “Collina Materana”, in the province of Matera and it is a pilot plan using the experimental methodologies of the subproject Ri.Selv.Italia 4.2.
Through the research it has been possible to fix the bases to have the future Territorial oriented Forestry Plan more and more shared, considering the real requirements of the population and to integrate the traditional knowledge; furthermore it has been possible to elaborate a methodology applicable to other Forestry Plan on territorial basis.
The proposal of experimentation on Basilicata territory comes from Basilicata Region and from INEA in Potenza; because of time reasons, the research deals only with the first phase of the participation process, that is the one involving the people. The managing of the conflicts which came to the surface will be dealt in a second phase.
For the first phase, the consultation method has been chosen, carried out through organised interviews and addressed to all the people concerned ( institutional or non institutional actors).
The analysis of the interviews has been of quality and quantity type.
The quality analysis includes an explorative type analysis, that is a contextualised analysis for each municipal district and for each type of actor, and the SWOT analysis, of ex-ante type, participated and referred to the socio-economical and the Agriculture and Forestry sector.
The quantity analysis has been effected only for the interviews addressed to the categories of actors such as the breeders and the owners of livestock enterprises, for whom the number of interviews has been widened because they belong to the main economical sector of the area.
A statistical descriptive analysis and an analysis of the multiple correspondences have been carried out; these analyses are meant to investigate deeper the results come to the surface through the quality analyses.
Thanks to the analyses effected, it has been possible to have a general and very clear picture of the most important themes of the territory, of the conflicts and of the needs, though it has been fundamental to put together the SWOT analysis with the contextualised analysis for the municipal districts and for the types of actors in order to have detailed, dot-like and non-general information.
Thanks to this type of analysis, the various faces of the same theme, which can be read both as an opportunity and as a problem, have been emphasised; at the same time, it has been underlined how some information coming from bibliographic investigations have been incomplete or inconsistent.
Thanks to the statistical analyses, it has been possible to single out complex types of actors and to investigate some very important themes for the context in exam.
Thanks to the results come to the surface, it has been possible to give directions for the draft of the plan, which will be presented to the institutional actors during the second phase of the process of participation.
