Journal: | BILANCIO COMUNITÀ PERSONA | Issue Date: | 2021 | Abstract: | In 1994, due to the reorganization of the National Health Service (SSN) operated by Legislative Decree 502/92 and subsequent amendments and additions, a new system for hospital reimbursement was introduced in Italy. The model considered the classification of Diagnosis Related Groups (DRG) derived from US experience. Since its introduction, this system has been subject to non-regular maintenance at a national level. As for classification, in 2006 and 2009, version 19 and 24 DRG of Centers for Medicare and Medicaid Services were adopted, respectively, while reimbursement rates updates only occurred in 1997 and 2012. At a regional level, updates of the system, especially about tariffs, were generally more frequent but very variable between regions. These reasons motivated the launch, in 2011, of the "It.DRG Project" to develop a new method of classification and valorization for inpatient care, specific and representatives to the Italian context. This paper explores the field experience of the first application of the new Italian model "It.Cost", aimed at calculating the standards for product-costing of hospital services. |
