Factors like “massification” of higher education, cuts in public funding, a greater competition and the “marketization” of the sector forced institutions to evolve and to apply performance management systems. For this reasons, the aim of this thesis is twofold, to give some evidence on how performance management systems can be implemented in higher education institutions, and to provide some insights about the barriers and the potential benefits. To answer the research question, a case study was carried out involving the University of Tuscia. The main contribution of this thesis lies in the analysis of the first empirical case study which integrates all strategic areas of higher education institutions, i.e. teaching, research and administrative services, and that takes into account all performance dimensions, i.e. efficiency, effectiveness and quality. Furthermore, this research provides relevant suggestions for managers of higher education institutions. Negli ultimi trent’anni il settore dell’istruzione superiore ha assistito a diversi cambiamenti. Fattori come la “massificazione” dell’istruzione superiore, i tagli dei fondi pubblici, una maggiore competizione e la “mercatizzazione” del settore hanno spinto gli atenei ad evolvere ed applicare sistemi di gestione delle performance. Per questo motivo, lo scopo della tesi è duplice, dare evidenza su come i sistemi di gestione delle performance possano essere implementati negli atenei e fornire delle idee iniziali riguardo le barriere e i potenziali benefici. Per rispondere alla domanda di ricerca, è stato condotto un caso studio coinvolgendo l’Università della Tuscia. Il contributo principale della tesi riguarda l’analisi del primo caso studio che integra tutte le aree strategiche delle università, ovvero didattica, ricerca e servizi amministrativi, e che prende in considerazione tutte le dimensioni della performance, ovvero efficienza, efficacia e qualità. Inoltre, questa ricerca offre spunti e suggerimenti rilevanti per i dirigenti delle università. |
