Abstract
The aim of this work is to provide an in depth analysis of the operational implication of the implementation of Afforestation and Reforestation activities (A/R) under the Clean Development Mechanism (CDM) of the Kyoto Protocol. The decision that sets up the modalities and procedures for implementation of A/R CDM have been recently established, during the ninth Conference of Parties of the UNFCCC (COP 9) held in Milan in 2003. This new field can be considered at a pilot phase since the application of the rules in practice still encounters some difficulties due to the lack of a unique interpretation of them. The present work analyzes all the rules governing this kind of projects basing on the experience gained during the implementation of three projects A/R CDM developed in different developing countries: China (Ahoan County), Argentina (Santiago del Estero Province) and Albania (Regions of Shkoder, Korce, Elbasan, Diber and Kukes). The three case studies will serve as practical examples to show the pro and cons of the A/R CDM. In particular, it is recognized the role that A/R CDM can play in achieving synergistic results under the three Rio Conventions (UNCCD, UNFCCC e CBD), through carbon sequestration, combating land degradation and increasing the biodiversity. The case studies represent a useful experience for a better comprehension of the benefits at medium and long term both at environmental and socio-economic level when a synergistic approach is applied in marginal areas of the world.
