Abstract
This research work is meant to experiment the realization of an inclusive decision-making process in the forestry planning on a territorial basis.
The experimentation, which is the aim of this research, unites the draft of the future Territorial oriented Forestry Plan for the territory of Comunità Montana “Collina Materana”, in the province of Matera and it is a pilot plan using the experimental methodologies of the subproject Ri.Selv.Italia 4.2.
Through the research it has been possible to fix the bases to have the future Territorial oriented Forestry Plan more and more shared, considering the real requirements of the population and to integrate the traditional knowledge; furthermore it has been possible to elaborate a methodology applicable to other Forestry Plan on territorial basis.
The proposal of experimentation on Basilicata territory comes from Basilicata Region and from INEA in Potenza; because of time reasons, the research deals only with the first phase of the participation process, that is the one involving the people. The managing of the conflicts which came to the surface will be dealt in a second phase.
For the first phase, the consultation method has been chosen, carried out through organised interviews and addressed to all the people concerned ( institutional or non institutional actors).
The analysis of the interviews has been of quality and quantity type.
The quality analysis includes an explorative type analysis, that is a contextualised analysis for each municipal district and for each type of actor, and the SWOT analysis, of ex-ante type, participated and referred to the socio-economical and the Agriculture and Forestry sector.
The quantity analysis has been effected only for the interviews addressed to the categories of actors such as the breeders and the owners of livestock enterprises, for whom the number of interviews has been widened because they belong to the main economical sector of the area.
A statistical descriptive analysis and an analysis of the multiple correspondences have been carried out; these analyses are meant to investigate deeper the results come to the surface through the quality analyses.
Thanks to the analyses effected, it has been possible to have a general and very clear picture of the most important themes of the territory, of the conflicts and of the needs, though it has been fundamental to put together the SWOT analysis with the contextualised analysis for the municipal districts and for the types of actors in order to have detailed, dot-like and non-general information.
Thanks to this type of analysis, the various faces of the same theme, which can be read both as an opportunity and as a problem, have been emphasised; at the same time, it has been underlined how some information coming from bibliographic investigations have been incomplete or inconsistent.
Thanks to the statistical analyses, it has been possible to single out complex types of actors and to investigate some very important themes for the context in exam.
Thanks to the results come to the surface, it has been possible to give directions for the draft of the plan, which will be presented to the institutional actors during the second phase of the process of participation.
