Abstract
The thesis identifies an interpretative key of the latest review of the Common Agricultural Policy (CAP), the Fischler Reform. The analysis looks at the whole formulation of the reform such as the outcome of a bargaining process between countries within the European context. Furthermore, it shows the relations between the national frameworks and the common arena, and how these elements are converted into development of the agricultural policies. At the same time, the study shows how the reform agreement elements can explain national choices in implementing the reform, and how these choices will influence the future bargaining scenarios. The thesis utilizes a positive approach to political economy, inside the conceptual framework offered by the new political economy and the field of studies about intergovernamentalism applied to international affairs and regional integration processes.
