Abstract
The chapter examines the increasingly widespread use of asylum offshoring policies as instruments for combating migrant smuggling and reducing deaths at sea. Focusing on the experiences of the United Kingdom and Italy, it analyses the political and legislative narratives that present the externalisation of asylum procedures as a humanitarian response to irregular migration. Drawing on legislative studies, criminal law, and criminological research, the chapter questions the empirical and normative foundations of this justification. Particular attention is devoted to the possible unintended consequences of offshoring, including the adaptation of smuggling networks, the displacement of migration routes, and the increased vulnerability of migrants. The chapter argues that the connection between offshoring and the reduction of migrant smuggling remains uncertain and that the latter should be regarded, at most, as a possible collateral effect rather than as a demonstrated outcome of externalisation policies.
