Abstract
The European Commission demanded from the member countries a better finalisation of the intervention following a logical and consequent path between analyses of needs, strategy of intervention and proposed measures, regarding the Community Strategic Guidelines 2007-2013. Italy has acknowledged the European guidelines outlining a national strategic plan (Piano strategico nazionale, PSN) for rural development, with the aim to guarantee the strategic coherence between the communitarian, national and regional plans and to guarantee the strategic and financial connection between the instruments of rural development, the PAC and the policies of cohesion. In this strategic national plan are defined the following aspects: - Analysis of the context; - The general guidelines for the policies of rural development, - The coherence between other national communitarian policies of intervention; - The common financial table ; - Common aspect for monitoring evaluations, controls and sanctions; - The national strategic plans of rural development and their financial endowment. In the ambit of the strategic plan are singled out several typologies of indicators, which can be used for the programming process as necessary instruments to understand the progress, the efficiency and efficacy of the programs of rural development (PSR). In fact, in addition to traditional indicators of finance, realisation, result and impact, are being introduced the baseline indicators, with which it is possible to define the initial state of the context in which the program operates, describing it in terms of points of strength and points of weakness. This baseline indicators permits to define in the best possible way the strategy of intervention of the policy of rural development, and creating the parameters, which help to evaluate successively the efficiency of the programming. In particular for the analysis of the environmental state, have been proposed the following baseline indicators: Biodiversity: bird population of the agricultural areas, High Nature Value Farmland, composition of the forest species. Based on this directions, both on the European level and on the National level, this work proposes a alternative methodology to the guidelines proposed by the EEA, in which are taken in account the structural factors of the territory that locates the High Nature Value Farmland (HNVF). The principal aim, to locate the High Nature Value Farmland, is linked to the maintenance of the biodiversity of the agricultural areas. This implicates an increase in the value of the landscape and creates in the same time the maintenance of the traditional, specific and agricultural practices. To locate the High Nature Value Farmland is an important matter both in a territorial planning level, in which the aim is to preserve in a dynamic context these areas for a sustainable agriculture, and in an executive level to draw up the operational plans of intervention and finance. The management of the territory depends on the decision that act in a spatial level. For this reason it has been decided to use Spatial Decision Support Systems. They are information systems that work with the integration of different information and they determine the arrangement of the alternatives based on specific criteria. This instruments integrate the Geographical Information Systems, the Spatial Models and the Multi-Criteria Analyses with the aim to define a management that respects the dynamic of the natural systems and that shows an integrated decision between different criteria. The aim of this thesis is to propose an alternative methodological path for the location of the High Nature Value Farmland, to the actual path proposed by the EEA. It has the aim to identify “sensitive areas” of the province of Viterbo, where the impacts of the anthropic activity can be more relevant and the measures of mitigations more efficient, that is, where opportune agricultural practice can lead to better results. This aim can be reached through planning of “processes”, that is taking in account the peculiarity of the territory. The goal of this research is to develop a Spatial Decision Support System, applied to the location of the High Nature Value Farmland that takes in account the complex city of the rural, environmental, social and economical system and of the relation between its variables. To the rural areas then it is recognised a role within the environmental dynamic system as a connecting element with the surrounding environments. This approach is based on locating and preserving the relation between habitat systems with the aim of increasing the level of biodiversity. The main objective is the realisation of a cartography of the sensitive areas obtained following a multi-criteria analysis procedure, evaluating the level of influence of the environmental and anthropic structural factors depending on their distance and density.
