Abstract
Despite the changes in the normative in law about health and safety at the workplace, with the introduction of the Legislative Decree 81/08 that allows a major rationalization and a great effectiveness of the guardianships, the theme of the safety at the workplace is still a little faced. Within this context, agriculture still remain a little studied sector, with still numerous critical points: in 2008, fatal accidents were 121 and this data that puts agriculture in second place after the building sector. A further critical element is represented by the evolution in the last years of traditional agricultural firms, which often assume the characteristics of "open firms", passing from a place "closed" and devoted exclusively to the production to an "open" area in which the nature and the management of the risk become dynamic elements hardly manageable with a traditional risk evaluation. The necessity to develop new analytical and cognitive systems so clearly emerges. The study, started in 2004 with a sample of 250 firms, had the specific aim of analyzing the different sectors of agriculture (the livestock sector, he wine production, the agro-mechanical, involving the multifunctional and experimental farms, the horticultural sector and the cleaning services and gardens maintenance), in order to define and improve management systems that can streamline the security process in a farm. Methodologically, the study, developed on the basis of the Law in force concerning the safety at the workplace, has been divided into four parts: characterization of the area of study, cognitive analysis, benchmarking, modeling of risk management. the different sectors were also compared in order to define specific risk profiles and fiches casualty. The experimental protocol has defined models and software for the risk reduction within the analyzed sectors. The results of seven years of studies underline that agriculture is still much backlog compared to other productive areas and only 25% of firms were in accordance with the law in force. Analyzing the accidents data, there is a timely correspondence with national data both for shape of occurrence and causal factor. The study, in addition, starting from the property-casualty analysis and from risk assessment, defines certain types of critical points such as the risk of interference, the chemical risk and the management of structures and equipment. Among the analyzed areas, the livestock working context is characterized by a high risk given by a lack in the formal aspects management and by a dated and non-standard machinery park. In conclusion, to improve safety and to overcome critical points, the study proposes a managerial approach, through a section of guidelines for planning the safety at the workplace in the wine producing sector, and managerial software for the self-control and the risk reduction.
