La valutazione delle politiche di efficientamento energetico nel settore civile: un’analisi regionale basata sulla frontiera stocastica di produzione e sulla curva energetico ambientale di Kuznets

Abstract
L'efficienza energetica è considerata una delle principali priorità dell'UE e degli Stati membri nella lotta ai cambiamenti climatici. Il pacchetto per l’energia ed il clima dell'UE ha fissato obiettivi sfidanti per ridurre le emissioni di gas serra (GHG) di almeno il 55% (rispetto al 1990) e per migliorare l'efficienza energetica di almeno il 32,5% entro il 2030 e diventare climaticamente neutri entro il 2050.
L’attuale parco immobiliare dell'UE offre un elevato potenziale per l’efficientamento energetico, infatti, la maggior parte degli immobili sono datati e poco efficienti dal punto di vista energetico. Una quota significativa di questi edifici utilizzano vecchie tecnologie per il riscaldamento e il raffrescamento, facendo ancora uso di combustibili fossili e di elettrodomestici dispendiosi da un punto di visto energetico. In Italia ciascuna Regione adottando il PEAR (Piano Energetico Ambientale Regionale) definisce la strategia per raggiungere gli obiettivi europei al 2030 per il cambiamento climatico e la sostenibilità energetica, comprese le misure relative alla riqualificazione energetica degli edifici.
Il framework teorico di questo studio è basato sull’approccio della Frontiera Stocastica di Produzione (SFA). Filippini e Hunt (2011) hanno introdotto ed utilizzato la SFA per definire e misurare il livello di efficienza energetica. Le stime parametriche della SFA rappresentano il consumo energetico ottimale, dove il livello di efficienza energetica stimato è calcolato in base alla differenza tra uso effettivo ed uso ottimale.
Questo lavoro, come proposto da Filippini e Hunt (2014), si avvale di modelli econometrici per stimare l'impatto degli strumenti di policy sul livello stimato di efficienza energetica nel settore degli edifici a livello disaggregato per le 20 regioni italiane nel periodo 2010 -2017.
Lo scopo dei modelli proposti è rispondere alla seguente domanda di ricerca: le politiche per l'efficienza energetica a livello nazionale e locale sono efficaci nella riduzione dei consumi energetici a livello regionale?
Dal punto di vista del policy maker, è, infatti, importante comprendere l'efficacia degli strumenti di policy introdotti per promuovere e accelerare l'efficienza energetica.
Abbiamo costruito il database delle 20 regioni italiane per il periodo 2010-2017, caratterizzato dall'eterogeneità delle diverse fonti. Per valutare l'efficacia della politica di efficienza energetica abbiamo considerato le seguenti variabili: il prezzo dell'energia (PE), prezzo del gas (PG), reddito disponibile (Y), popolazione (POP), gradi giorno invernali (HDD), gradi giorno estivi (CDD), superficie occupata per abitante (SU) e specifici indicatori degli strumenti di efficienza energetica. La costruzione degli indicatori degli strumenti di policy si basa su informazioni tratte da diverse fonti:
- Indicatore delle Detrazione Fiscale (ENEA);
- Indicatore del Conto Termico (GSE);
- Indicatore del Patto dei Sindaci (Patto dei Sindaci);
- Programma Regionale Energia e Ambiente (Regioni Italiane)
- Progetti conclusi di Efficienza Energetica (Open Coesione).
Seguendo l'approccio introdotto da Filippini e Hunt (2011, 2012, 2014) la domanda energetica aggregata relativa al settore civile per le 20 regioni italiane (i) per il periodo 2010-2017 (t) può essere espressa come di seguito:

Abbiamo stimato la trasformazione logaritmica della (1):

dove il termine di errore è composto da due parti indipendenti: vit che cattura l'effetto del disturbo casuale e uit che cattura l'effetto dell'inefficienza tecnica.
Le stime basate sulla SFA confermano l'efficacia degli strumenti di policy, rappresentati dalle detrazioni fiscali e dagli incentivi economici, nel creare elevate potenzialità di risparmio energetico nel settore civile.
Inoltre, abbiamo valutato l'impatto delle misure di efficienza energetica con l'inserimento di un ritardo t-1 e t-2 in tutte le variabili esaminate.
I risultati confermano l'adeguatezza del metodo che tiene conto sia dell'eterogeneità delle osservazioni (cioè le regioni italiane, che differiscono per clima, reddito disponibile e popolazione) sia delle relazioni tra le variabili, (quali area geografica e politica energetica analizzata).
Energy efficiency is seen one of the top priorities of the EU and Member States. The EU energy and climate change package has set goals to cut greenhouse gas (GHG) emission at least 55% (compared to 1990) and to improve energy efficiency at least 32.5% by 2030 to becoming climate neutral by 2050.
The EU building stock offers high potential for energy efficiency gains. Most of the existing buildings are old and are not energy-efficient. Many of these buildings rely on fossil fuels for heating and cooling, and use old technologies and wasteful appliances. Each Region in Italy through the PEAR (Energy and Environmental Regional Plan) defines the strategy to achieve the Europe 2030 targets for climate change and energy sustainability, including measures related buildings and facilities.
The theoretical framework underlying this research is based on the Stochastic Frontier Approach (SFA). Filippini and Hunt (2011) have introduced the SFA to define and measure the energy efficiency. Whereas frontier analysis is developed on the estimation of parametric best practice frontier for the use of energy where the level of energy efficiency is computed as the difference between the actual energy use and the predicted energy use.
This work, as proposed by Filippini and Hunt (2014), uses econometric models to estimate the impact of energy policies instruments on the estimated level of underlying energy efficiency in the Italian civil sector at a disaggregated level for the 20 Italian regions in the period 2010-2017.
The aim of the models is to answer the core research questions: Are national and local energy efficiency policies effective in reducing aggregate energy consumption at regional level?
From the policy maker’s point of view, it is important to understand the effectiveness of the policy instruments introduced to promote and accelerate energy efficiency.
We have built the regional database of the 20 Italian regions covering the period 2010-2017, characterized by the heterogeneity of the sources. In order to evaluate the effectiveness of the energy efficiency policy we have obtained information on energy price (PE), gas price (PG), disposable income (Y), population (POP), heating degrees days (HDD), cooling degrees days (CDD), average size of a dwelling (SU) and specific indicators of energy efficiency instruments. Furthermore, the construction of variables on policy instruments is based on information taken from different sources:
- Fiscal Deduction Indicator (ENEA);
- Thermal Account Indictor (GSE);
- Covent of Mayors Indicator (Covent of Mayors);
- Regional Energy and Environmental Program (Italian Regions)
- Energy Efficiency Projects (Open Cohesion).
Following the approach introduced by Filippini and Hunt (2011, 2012, 2014) the aggregate energy demand related to the civil sector for the 20 Italian regions (i) for the period 2010-2017 (t):

We have estimated the logarithmic transformation of the (1):

The error term is composed of two independent parts: a stochastic error (vit) capturing the effect of noise and a one-sided non-negative disturbance capturing the effect of inefficiency (uit).
The estimates based on SFA confirm the effectiveness of policy instruments, represented by tax deductions and economic incentives, in creating high potential for energy savings from reduced inefficiency in the civil sector.
Furthermore, we have evaluated the impact of energy efficiency measures with the insertion of a delay t-1 and t-2 in all the variables examined.
The results confirm the appropriateness of the method that takes into account both the heterogeneity of the observations (i.e. the Italian regions, which differs by climate, disposable income and population) and relationships between variables, (such as geographical area and energy policy examined).
