Misure agro-ambientali ed efficienza tecnica: un'analisi multidimensionale sulle aziende cerealicole italiane

Abstract
L’oggetto della ricerca di tesi è stato quello di valutare se la partecipazione alle politiche agro-ambientali abbia avuto degli effetti sull’efficienza tecnica delle imprese agricole specializzate nella produzione dei cereali.
Le domande di ricerca sono state le seguenti:
1) le aziende che decidono di aderire alle politiche agro-ambientali sono caratterizzate da un livello di efficienza maggiore che le spinge ad aderire a tali politiche?;
2) le aziende che partecipano alle politiche agro-ambientali, rispetto a quelle che non vi partecipano, hanno dei livelli di efficienza tecnica diversi? In caso positivo, esiste un “differenziale” di tecnologia tra i due gruppi di aziende?;
3) quali sono stati gli input e gli output più tecnicamente inefficienti a seguito della partecipazione alle politiche agro-ambientali?
Per poter rispondere a queste domande di ricerca sono state prese in esame le aziende agricole italiane aderenti alla RICA nel periodo 2008-2018 andando, però, ad individuare un gruppo selezionato di aziende, che fossero rappresentative del panorama produttivo agricolo italiano e che fossero, altresì, ben presenti e diffuse in tutto il territorio nazionale. A tal fine, sono state scelte le aziende specializzate nella produzione dei cereali, con esclusione di quelle che producevano riso, poiché queste ultime avrebbero potuto sbilanciare la rappresentatività del campione, in alcune regioni italiane, essendo le aziende risicole localizzate soltanto in determinati areali produttivi. Dal dataset RICA sono state eliminate le aziende che hanno deciso di partecipare a regimi produttivi biologici perché implicavano una gestione aziendale differente.
Dopo tale fase di selezione delle aziende nel campione RICA, sono stati scelti gli input e gli output coinvolti nel processo produttivo così come riportato nella bibliografia consultata. La fase successiva ha implicato la scelta della metodologia di analisi più adeguata alla stima dell’efficienza tecnica e dei pattern di inefficienza. A tal fine, la classica stima dell’efficienza tecnica, effettuata con metodi non parametrici, quale la Data Envelopment Analysis (DEA), è stata comparata con l’analisi della Multi-directional Efficiency Analysis (MEA). La MEA ha consentito di superare le criticità insite nella DEA e di poter così analizzare i pattern di inefficienza nei singoli input e output. Tuttavia, preliminarmente all’effettuazione della stima dell’efficienza tecnica con la DEA e con la MEA, si è introdotto un concetto innovativo ed originale in materia di analisi dell’efficienza tecnica nelle aziende agricole, ossia individuare eventuali valori anomali nel dataset e trattarli in maniera tale da limitarne il loro impatto sulla stima dell’efficienza tecnica. Ciò è stato possibile con l’applicazione della super-efficienza, la quale ha consentito di eliminare i valori anomali nella stima, per poi procedere ad una stima non distorta dell’efficienza tecnica con la DEA e con la MEA. Con il Propensity Score Matching si è proceduto a valutare, altresì, che non ci fossero bias di selezione nel campione utilizzando varie tecniche di stima.
I risultati ottenuti hanno consentito, utilizzando in un dataset depurato da valori anomali, di stimare se le aziende che hanno deciso di partecipare alle politiche agro-ambientali siano state caratterizzate da un livello di efficienza tecnica maggiore. Inoltre, è stato testato se ci sia un gap tecnologico tra aziende che hanno aderito alle politiche agro-ambientali rispetto a quelle che non hanno aderito a tali politiche. Tramite la MEA sono stati stimati i pattern di inefficienza tra aziende aderenti o non aderenti alle politiche agro-ambientali, andando ad individuare quali sono stati gli input e gli output interessati nell’inefficienza tecnica.
Inoltre, considerando che le politiche agro-ambientali risentono di alcuni aspetti regionali, messi in atto dai rispettivi Programmi di Sviluppo Rurale (PSR), si è cercato di scomporre l’intero campione in 4 clusters di riferimento macro-regionale (Nord-Est, Nord-Ovest, Centro e Sud più Isole Maggiori).
Dai risultati è emerso come tra le varie macro-regioni ci siano stati diversi livelli di efficienza tecnica e di inefficienza tecnica degli input impiegati e output prodotti nel processo produttivo. Dall’analisi effettuata è emerso come il capitale terra e gli assets siano stati gli input che hanno risentito maggiormente della adesione dell’azienda alle politiche agro-ambientali. Inoltre, tra le varie macro-regioni è emerso come, nella macro-regione Italia centrale, le aziende, che hanno aderito alle politiche agro-ambientali, sono state quelle che hanno fatto registrate i valori di efficienza tecnica maggiore rispetto a quelle che non hanno aderito a tali politiche.
The object of this research thesis was to assess whether participation in agri-environmental policies had any effects on the technical efficiency of farms specialized in cereal production.
The research questions were:
1) are farms that decide to adhere to agri-environmental policies characterized by a higher level of efficiency that drives them to adhere to such policies?
2) do farms that participate in agri-environmental policies, compared to those that do not, have different levels of technical efficiency? In positive case, is there a technology "differential" between the two groups of farms?
3) what were the most technically inefficient input and output as a result of participation in agri-environmental policies?
In order to answer these research questions, Italian farms that part of the FADN dataset in the period 2008-2018, were extracted identifying a typical and specific group of farms, which were representative of the Italian agricultural production and which were, also, well located throughout the country. In order to answer to this target, farms specialized in cereal production were chosen, with the exclusion of those that produced rice, since the latter farms are not located in all Italia regions with the consequence to get unbalanced the sample in some Italian regions. Farms that decided to participate in organic production schemes were eliminated from the FADN dataset because they implied a different farm management completely different to the agri-environmental management.
After this step of selection of farms in the FADN sample, input and output involved in the production process were chosen as reported in the recent literature. The next step has been addressed in choosing the most appropriate analysis methodology for estimating technical efficiency and inefficiency patterns. To this end, classical technical efficiency estimation, carried out by nonparametric methods such as Data Envelopment Analysis (DEA), was compared with Multi-directional Efficiency Analysis (MEA). By the MEA, it has been possible to overcome the critical issues typical of the DEA and the MEA was a fair technique in estimating the patterns of inefficiency in each input and output. However, before carrying out technical efficiency estimation with DEA and MEA, an innovative and original approach in technical efficiency analysis on farms was introduced, namely, to identify any outliers in the dataset, treating the outlier with the purpose to reduce their impact on the technical efficiency estimation. With the super-efficiency has been detected the outliers eliminating in the dataset hence, the risk of unbiased estimation of technical efficiency with DEA and MEA has been reduced. Propensity Score Matching was also used to assess that there was no selection bias in the sample using various estimation techniques.
The results have pointed out as farms participating in agri-environmental policies were characterized by a higher level of technical efficiency. In addition, it was tested whether there was a technology gap between farms that adhered to agri-environmental policies compared with those not participating to the agri-environmental policies. Through the MEA, patterns of inefficiency between farms participating or not participating to agri-environmental policies were estimated, going to identify which input and output were involved in technical inefficiency.
In addition, considering that agri-environmental policies are different between Italian regions, put in place by the respective Rural Development Programs (RDP), the study has compared different 4 macro-regional clusters (North-east, North-west, Central and South plus Sicily and Sardinia).
The results showed that among the various macro-regions there were different levels of technical efficiency and technical inefficiency of used inputs and produced output in the production process. The analysis has underlined that land capital and assets were the inputs most affected by farm participation to agri-environmental policies. In addition, among the four Italian macro-regions, it has been found as, in the macro-region Central Italy, farms, participating to agri-environmental policies, were those that had the highest values of technical efficiency compared to those that not have involved in agri-environmental policies.
