Abstract
One of the present and unsolved issue of territorial governance is represented by the relationship
between planning and rural land. With the transition from urban planning, focused on aspects of
settlement, to the ecological planning, has prevailed the concept of ecosystem, while the historical
and cultural aspects were largely excluded. The management of rural area has been left to
agricultural policies that have followed the typical orientation of economic planning with
productive purposes mainly. The aim of this work was to investigate how agriculture and rural
landscape are considered in the ordinary planning tools. First of all, it was assessed the situation of
landscape planning in Italy through the analysis of some regional landscape plans. Then, the study
focused on planning in Tuscany at regional, provincial and municipal levels, comparing the
contents of the plans with the results of multi-temporal analysis made in sample areas. The analysis
showed that the planning seems to recognize the importance of conserving and enhancing the
environment and rural landscape. The critical point seems to be little understanding of the role of
agricultural land as result of productive activities and the correct interpretation of some of its
components, such as forests and pastures, to which are often attributed only natural values, while
historical-cultural values are not generally recognized.
