Abstract
This paper examines the impact of the Digital Product Passport (DPP) – an information system for a circular economy – on diverse populations of recycling organisations, focusing on technical and sustainability performance. By exploring different scenarios with various data qualities, security measures, and policies, we analyse how increased transparency following DPP adoption influences both individual and collective sustainability outcomes. Our findings indicate that improved information access through the DPP can promote long-term economic sustainability. However, the effects on social and environmental sustainability are more complex, and the DPP's overall impact is highly context-dependent. While some actors benefit from a specific combination of technical and policy measures, others may face disadvantages, revealing notable tensions. These insights highlight the importance of measurement frameworks that capture the multidimensional impacts of digital infrastructures on social performance, as well as the need for tailored policies to strengthen resilience among diverse network participants. Theoretically, the study offers modelling-based evidence on how information systems shape organisational survival and sustainability outcomes in circular value chains. Practically, it informs policymakers on the need for differentiated approaches to DPP deployment across technologically heterogeneous populations.
