Abstract
The main question that arises from the tenth anniversary of the 2001 “Legge di orientamento e modernizzazione del settore agricolo” a law that enabled the creation of Rural and Agri-food Districts based on quality, is what level of implementation the same law had and what kind of interpretation and adaption the European regions gave to it.
Fourteen Italian Regions and the Province of Trento have allowed the creation of 61 Rural Districts, the last 10 only in 2012. If further three law bills presented recently by three Italian regions are included, there is a picture of a wide phenomenon, with many communities and regions involved.
Our research investigates the perspectives and opportunities that will be created for these Districts by the proposals of reform of the European Structural Policies for the period 2014/20.
Agricultural Districts get developed and launched on the basis of national impulse and legislation and they are modelled around rules established by each Member State, which makes them different from Industrial Districts. The latter have been 'discovered' and studied since the 70s and regulated only in 1990s at National level.
The scope of our research has been primarily constituted by the corpus of regional, national and communitarian laws. The assessment allowed us to define a model of Rural/Agricultural District neutral in relation to the different economic activities but flexible in relation to the different localisms.
The Appendix includes a detailed and structured assessment of all the different laws and regulations introduced into the Italian regions from the 1990s to date. They are catalogued using a similar analysis method, to allow for a swift and useful comparison across.
