Abstract
The history of public employment is punctuated by reform interventions,
driven by the need to remedy the unintended consequences of previous reforms, but which in turn have proven incapable of changing the dynamics and solving the real problems of Italian public sector employment. These problems persist, showing greater continuity than the alleged paradigm
shifts would suggest. In this sense, we can speak of the ‘poverty’ of public
sector employment policies in Italy, just as Popper spoke of the poverty of
historicism and holistic and utopian approaches in the social sciences.
