Abstract
The aim of the following study is the preliminary check for the improvement of management processes and their integration in a food transformation and selling cooperative society, in order to ensure quality, hygienic safety and traceability of products.
The particular company structure, which pursues a cooperation working model providing, meanwhile, services to crop producers, makes interesting the development and implementation of standardized management systems, e.g ISO models (International Organization for Standardization). These systems provide the necessary mechanisms to ensure the compliance with law requirements and the integration of activities and regulations for a continual process improvement.
This study represents an important experience in a sector subject to a continuous regulation
change in the European Community and the international environment which is aimed at controlling processes that should continuously improve the general requirements for food safety in primary economic sectors such as crop and food production, apart from distribution.
The company studied in the work is “Cooperativa Produttori di Nocciole dei Colli Cimini e
Sabatini”, that is a young cooperative society in Capranica (Viterbo), instituted in December 2005;
it is a very representative example of the crop and food industry in Tuscia region.
The aim of the study has been the design of an Integrated Management System for: quality
assurance, according to ISO 9001:2000 (Quality Management System - Requirements); HACCP
Plan, according to UNI 10854:1999 (“Crop and food production company - Guidelines to realize a
HACCP Plan”); traceability assurance of products, according to UNI 11020:2002 (“Traceability Management System in Crop and food production companies - Principles and requirements for
building”).
It has been designed an integrated management scheme that satisfies the aforementioned
requirements: the Quality is conceived as the driver of the System accounting for its improvement Policy and containing the elements of the two other systems (HACCP and traceability assurance of products).
Within the designed System, several processes have been realized to obtain the compliance
with the law in force for food safety, with particular attention to the Regulation (ECC) N. 178/2002 and Regulation (ECC) N n. 852/2004. According to these laws, the crop and food companies are forced to realize special systems for the traceability assurance of products and materials and the crop companies are forced to implement the HACCP methodology in the crop production.
In fact, the aim of the new European Community policy for the food safety is to make
responsible all nodes in the crop and food production process as a starting point for ensuring a safe food to end-consumers.
Among the distinctive elements of the designed Integrated Management System there are
the identification of the Partners as customers themselves of the Company, the introduction in the
company of a planning management for the traceability assurance of produced hazelnut and used packaging and of a planning management for food safety emergencies.
For the management of the traceability, a technical and economic study has been required to
identify the necessary changes in infrastructures, with particular attention to input storerooms.
The designed Integrated Management System has been realized considering the possible
future integration of the new management model ISO 22000, related to food safety, inside it and the possible extension of the direct control to crop producing Partners. In this way the Company may provide Partners also with a good and coordinated support for compliance with recent laws in force regarding to safety in crop and food production.
