Abstract
This work is to be ascribed to the studies on the involvement and participation of local communities in forest resource management. Particularly, the research concerned the perception of forest resources by local communities and their participation in planning and managing forests. Two case studies has been chosen. The Comunità Montana* Collina Materana (Region of Basilicata, South Italy), and the Trento Municipality (Region of Trentino-Alto Adige, North Italy). In both cases, the participatory management has been held on a broad territorial scale. In the Comunità Montana Collina Materana the participatory process has been carried out within the frame of the forest management landscape plan (FMLP), which scale is between a regional plan and and a unit level. plan. The Municipality of Trento had the Province of Trento as the reference territorial scale. The research aimed to design a method to: • evaluate the perception of the local communities about forest resources and the interest in participating to planning processes; • effectively order and interpret the information gathered during the participatory activities; • integrate the management and plan guidelines with the information obtained. This method intended to define a standard procedure that can be replicated in many different contexts. In particular, this procedure aimed to define techniques and instruments able to measure qualitative data and ranking of values to be integrated with field data, cartographic information and bibliographic analysis. In the Collina Materana, this integration has been carried out within the frame of an evaluation of multi purpose functionality of forests. In the Trento Municipality, instead, the information gathered through the involvement of local communities, have been applied in the study of the values given to different forest functions. The study may be effectively used to orientate the ongoing Province forest planning. This work concerns a sector, within the researches on public participative processes for forest planning, that is still few investigated, since it studies the real effect of people’s opinion for the definition of the guidelines for planning and managing forest resources. As a matter of fact, participatory processes often work in parallel with planning acivities without being affective, not only because it is difficult to harmonize them, but also because of a lack of methods and instruments able to integrate the information gathered with technical decisions of decision makers. Furthermore, the research highlighted that information and awareness campaigns on the wood and its values give a more attentive and mature attitude toward forest management. Consequently, a profitable dialogue may be created between decision makers and population, so that, with a bottom-up approach, it is possible to develop new land management models. This dialogue can also help in the executive phase of management plans. *The Comunità Montana is the Italian administrative body that coordinates the municipalities located in the mountainous areas and is responsible for administration and economic development.
