Technical and operational aspects of urban forestry management and operator safety for exposure to noise, vibrations and dust

Abstract
This research includes two main lines of investigation: the first line concerns technical
and operational aspects of the care and maintenance of the urban trees; the second part
investigates the safety of operators with respect to exposure to physical agents (noise, vibrations
and dust) during the employment of equipment for trees’ pruning and felling.
During the study, 33 yards operating in urban areas with different degrees of
mechanization and relating to felling and pruning operations, were examined. The works,
carried out both with aerial lifts and in tree-climbing, were studied by measuring the working
times of the individual operations and the operating performance of the machines, using
centesimal stopwatches and video footage. The analysis of the work times revealed some
peculiar technical characteristics of the management of urban trees. In general, the
organization of each site (i.e. the succession of work phases and the use of equipment) in the
studied yards was quite similar, allowing to use the same method for data collection. However,
a high degree of variability between yards was observed in terms of total work time, and the
associated factors were highlighted. The obtained data are suitable for modelling, through
multiple linear regressions, the total time and the cost per tree, using independent regressors
which can be identified before the work execution. The work time analysis also identified
weaknesses in operations and helped studying the work from a safety perspective. For these
aspects, light chainsaws have been tested, both electric powered by batteries and with internal
combustion engine. The tests detected (1) the concentration of dust during the cutting work
using air samplers with filter membranes; (2) the level of vibrations by acquiring acceleration
values at the hand-arm level; (3) the sound pressure levels. The electrical equipment emitted
lower levels of noise and vibrations, while no difference was found in the release of wood dust.
In addition, electrical equipment were preferred for ergonomic reasons, especially in treeclimbing
work. However, electrical equipment also showed levels of noise and vibration
emissions which must be considered in the calculation of the risk from occupational diseases.
A particularly high level of vibrations at the shaft level was detected in the pole chainsaws. In
the annexes to this volume, scientific papers published during the research, are enclosed.
La ricerca si colloca nell’ambito della gestione del verde urbano arboreo, con riferimento
ad alcuni ambiti specialistici dell’ingegneria agraria e forestale. Essa si è articolata in due
principali filoni di indagine: (1) gli aspetti tecnici ed operativi delle operazioni di cura e
mantenimento del patrimonio arboreo; (2) la sicurezza degli operatori rispetto all’esposizione
di agenti fisici, quali rumore, vibrazioni e polveri. Durante lo studio, sono stati esaminati 33
cantieri di lavoro a diverso grado di meccanizzazione operanti in ambito urbano, relativi ad
operazioni di abbattimento e potatura. I lavori, condotti sia con piattaforme di lavoro
elevabili (PLE) sia in tree-climbing, sono stati studiati attraverso la rilevazione dei tempi di
lavoro delle singole operazioni e delle prestazioni operative delle macchine, tramite tabelle
cronometriche e riprese video. L'analisi dei tempi di lavoro ha rivelato alcune peculiari
caratteristiche tecniche della gestione degli alberi urbani. In generale, l'organizzazione di
ciascun cantiere (ovvero la successione delle fasi di lavoro e l'utilizzo delle attrezzature) nei
cantieri studiati è stata abbastanza simile, consentendo di utilizzare lo stesso metodo per la
raccolta dei dati. Tuttavia, è stato osservato un alto grado di variabilità tra i cantieri in
termini di tempo totale e ne sono stati messi in rilievo i fattori associati. I dati ottenuti sono
adatti a realizzare modelli previsionali, basati sull’analisi di regressione lineare multipla,
relativamente al tempo totale e al costo per albero. L'analisi dei tempi di lavoro ha anche
permesso di individuare punti di debolezza nelle operazioni e ha contribuito a studiare il
lavoro dal punto di vista della sicurezza. Per tali aspetti, sono state testate delle motoseghe
leggere, sia elettriche alimentate a batteria sia con motore endotermico. I test hanno rilevato
(1) la concentrazione delle polveri durante il lavoro di taglio mediante campionatori d’aria a
membrane filtranti; (2) il livello delle vibrazioni tramite acquisizione dei valori di
accelerazione a livello mano-braccio; (3) i livelli di pressione sonora. Le apparecchiature
elettriche sono in grado di emettere livelli minori di rumore e vibrazioni, mentre nessuna
differenza è stata individuata nel rilascio di polvere di legno. Inoltre, le apparecchiature
elettriche sono preferite per motivi ergonomici, soprattutto nei lavori svolti in tree-climbing.
Tuttavia, anche le apparecchiature elettriche hanno mostrato livelli di emissioni di rumore e
vibrazioni che devono essere considerati nel calcolo del rischio da malattie professionali. Nelle
motoseghe ad asta (sramatori) è stato rilevato un livello di vibrazioni particolarmente elevato
a livello dell’asta. Al presente volume sono allegati i lavori scientifici pubblicati a stampa
durante lo svolgimento delle ricerche.
