Abstract
Our contribution is the result of the planning of three LIS (Land Information System) to compile the plans of management of the forest resources within as many small protected areas in the Viterbo Region (Italy). Considering the acquired experiences and, above all, the practical difficulties we met, the purpose of this work is to contribute to provide indications for the application of correct, easy, hasty methods and application protocols of the geographical data elaboration on a large scale with the GIS, in order to provide a theoretical and practical support for a correct and quick achievement of the technical assignments to those who will carry out the management plans of the woods in small and medium dimension (< 20 km2) protected areas. The predisposition of a local-LIS is at the moment an essential operation for those who need not only develop a management plan of the forest resources in a protected area but also carry out the routine management of the woods in the same area, the periodic data updating, test and future monitoring. The fundamental operations to carry out a local LIS are the acquisition of a suitable software, and of the existing spatial data, their validation and the procedures for the treatment and the analysis of the data, the change of the existing data and the creation ex novo of further data and the final verification of their accuracy. The GIS software diffusion among the employees, such as professional studies, local offices, local Police corps, university institutes, etc., has by non become so widespread that it has partly or entirely replaced the analogical methods used so far making them practically irreplaceable tools in the management of the protected areas both for the preliminary phases of study and for the conclusive elaborations and future monitoring. However the potentialities of these software are not always known; besides, it is necessary to acquire detailed information as to the functions we want to use, to the parameters we need to apply, to verify every passage in order to rationally apply the indicate procedures, being constantly careful of the initial and final data quality. And, though we keep the methodological aspects common to those for the predisposition of a LIS, the creation of a local-LIS will still be a particular one as it answers to local and practical needs, so that it is strictly related to the purposes and, above all to the scale of work. Nevertheless it will be necessary and recommended to accompany every phase of its creation with a careful verification of the quality of the data and processes used. The principal operations to be developed are the acquisition and the qualification of the data, their alignment in one single system of reference, the use of images from Remote Sensing for the photo-interpretation, the construction of a morphological model, the planning and the execution of the reliefs, the definitive qualification and the cartographic editing. For each of these passages it is necessary to plan methodologically the tings to do on the base of the acquired experiences and the bibliographical research. In particular, we have focused in the analysis of the quality of the most common local Digital Terrain Models comparing them with those recreated through the digitization of the contours of the Regional Technical Map (CTR) of “Regione Lazio” and through the application of an automatic classification method of the wood/no-wood layer starting from the aerial colour photography.
