Gestione della sicurezza nel settore forestale: dall’analisi dei rischi alle soluzioni operative

Abstract
The building-forest sector is characterized by the gravity of the accident indexes and by the double
typology of the effected activity, related to the typical problems of the building yards and to the peculiar
characteristics of the forestry yards. It’s a hybrid between the classical building and the forest compartment,
and this influences the degree of difficulty of the workmanships and consequently the management of the
risk. In this sector, the dangers of the two sectors add up and the result is often worrisome. Working in a
mountainous environment complicates extremely the safety management and creates an increase of the risk,
determined by environmental factors on which it’s difficult to act in a definitive way. Since the
environmental characteristics cannot be modified, it’s clear, therefore, that an efficient operational solution
could be represented by a correct system of safety management, able to determine a risk diminution.
Starting from these considerations, the effected search, in collaboration with a local Service, wanted to
analyze the situation of the safety in the building-forest yards of Friuli-Venezia Giulia, to appraise its risks,
to furnish some indications on their management. The work had as further objective the evaluation of the
risk perception in the operators, through the construction of special lists of control, with the following
comparison between the real risk and the perceived one. The results of the sampling and of the elaboration
of the data collected during the objective analysis show that the practical-operational activities of this sector
are characterized by a middle-tall risk level. The part of study related to the evaluation of the risk perception
and to the following comparison between the real risk and the perceived one confirms a discrepancy
between the subjective perception of the risk and the objective evaluation, originating an underestimated
risk. From these first data, the primary necessity of a great formation and information inside to the Service
clearly emerged (formative sessions are already in planning), as well as a sensitization of the workers to the
thematic of the safety and a great control in field finalized to the prevention of the accidents. The application
of further operational strategies (among which those studied for the reduction of the manual handling risk
and at the creation of specific manuals for the operators), aimed at the implementation of the management
system, proved to be valid, effective and understood from everybody, as the analysis of the accidents (in
decrease during the experimental triennium) clearly shows. The involvement and the responsibility
assignment to all the operators in the safety management allow to reach good results, with the awareness
that safety is not a point of arrival but a starting one. To constantly improve its levels at the workplace, in
the limits of its intrinsic characteristics, to furnish constant formation to involve every worker: these lines of
action represent the best strategy for the obtainment of great results.
