Abstract: 
Il presente lavoro analizza gli effetti degli eventi strutturali (riforma Pac) e congiunturali (bolla dei prezzi) sulla trasmissione dei prezzi e l’esercizio del potere di mercato nella filiera cerealicola-molitoria-pastaria italiana.
Nella prima parte viene applicato un modello di trasmissione dei prezzi per verificare come il segnale del prezzo venga trasmesso lungo la filiera oggetto di analisi. Il dataset era suddiviso, in base a test statistici, nel periodo pre-PAC (2000-2004), periodo post-PAC prezzi instabili (2005-agosto 2008) e periodo post-PAC prezzi stabili (settembre 2008-settembre 2013). Nella seconda parte, il lavoro applica alla filiera un modello teoricamente fondato in grado di identificare la presenza del potere di mercato lungo la filiera mediante il ricorso a dati facilmente reperibili. Il modello sviluppato da Lloyd et al (2006, 2009) è stato adattato alle caratteristiche della filiera permettendo di stimare l’esercizio del potere di mercato ad ogni fase della filiera. Tale riferimento teorico conduce alla stima di una equazione in forma quasi-ridotta, mediante l’impiego di un modello a correzione di errore, in cui il margine di mercato è regredito rispetto ai costi di mercato e ad uno shifter esogeno di domanda e di offerta. In presenza di potere di mercato entrambi gli shifter risultano essere significativi e hanno il segno secondo le indicazioni del modello.
I risultati mostrano una trasmissione asimmetrica dei prezzi del settore molitorio nel periodo precedente la riforma PAC mentre nei periodi successivi il segnale del prezzo è trasmesso in modo asimmetrico da parte dell’industria pastaria (2005-2008) e del settore distributivo (2008-2013).
I risultati delle elaborazioni dei modelli teoricamente fondati mostrano che l’esercizio del potere di mercato degli operatori di mercato spiega la trasmissione asimmetrica dei prezzi.

This paper analyzes the effects of the CAP reform and the extraordinary increase in the price of durum wheat on price transmission and market power in Italian durum wheat-pasta supply chain.
In the first part, a price transmission model has been applied in order to verify how the prices were transmitted along such supply chain. Based on statistical tests, dataset was split into three periods: pre-CAP period (2000-2004), post-CAP period characterized by prices instability (2005-Aug 2008) and post-CAP characterized by relative prices stability (Sept 2008-Sept 2013).
In the second part, the work applies a theoretically grounded methodology able to detect for the presence of market power along the supply chain by using easily available data. The model, developed by Lloyd et al. (2006, 2009) has been adapted to the characteristics of the pasta chain by enabling to estimate market power in each phase of the supply chain. This theoretical framework leads to estimate a quasi-reduced form equation, by employing a ECM model, in which the margins is regressed against marketing costs and demand and supply shifters. When market power is exerted along the supply chain both of the shifters are statistically significant and signed accordingly to model prescriptions. The results show an asymmetric price transmission of the semolina producer in the pre-CAP period while in the next periods the prices are transmitted in an asymmetric way by pasta makers (2005-2008) and by retailers (2008-2013).
The results of the estimates of theoretically grounded models show that market power exercised by industrial sectors and retailers explain the asymmetric prices transmission.
